    各(ge)市、县(xian)(市、区)人民(min)政(zheng)府,省各(ge)委办厅局(ju),省各(ge)直(zhi)属单位:

      为进一步明确省(sheng)、市、县(xian)(市、区)各级政府维护(hu)粮(liang)食(shi)安全(quan)责任,稳(wen)定发(fa)展粮(liang)食(shi)生产,保障市场有效供应(ying),根据(ju)《国务院关于(yu)建立健全(quan)粮(liang)食(shi)安全(quan)省(sheng)长(zhang)责任制的若干意(yi)见》(国发(fa)〔201469号(hao))精神(shen),紧密结合江苏实际,提(ti)出(chu)如下实施意见。

      一(yi)、强化粮食安(an)全的意识和责任

      (一)增强粮食生(sheng)产和保供意识。粮(liang)丰则(ze)(ze)农(nong)稳,农(nong)稳则(ze)(ze)国(guo)安。中央(yang)(yang)强调(diao),中国(guo)人(ren)(ren)的饭(fan)碗任何时(shi)候都(dou)要(yao)牢牢端在自(zi)己手上,确(que)保(bao)谷物基本自(zi)给、口(kou)粮(liang) 安全。江(jiang)苏作为(wei)经济大省(sheng)(sheng)(sheng)、人(ren)(ren)口(kou)大省(sheng)(sheng)(sheng)和粮(liang)食主产省(sheng)(sheng)(sheng),立足自(zi)身解(jie)决吃(chi)饭(fan)问题,既是中央(yang)(yang)交(jiao)给我(wo)们的政(zheng)治任务,也是江(jiang)苏经济社会(hui)发展(zhan)的重要(yao)基础,任何时(shi)候都(dou)不(bu)(bu)能放松。必须清醒地看到,尽管我(wo)省(sheng)(sheng)(sheng)实现了粮(liang)食生(sheng)(sheng)产“十(shi)一连(lian)增(zeng)(zeng)”,口(kou)粮(liang)自(zi)给有余,但粮(liang)食供需形势(shi)依然严峻。从需求方面看,随着人(ren)(ren)口(kou)增(zeng)(zeng)加、城镇化推进和人(ren)(ren)民生(sheng)(sheng)活水平(ping)提高,粮(liang)食需求量(liang)呈现刚性增(zeng)(zeng)长趋势(shi)。从生(sheng)(sheng)产方面看,江(jiang)苏人(ren)(ren)多地少、后备资源不(bu)(bu)足,人(ren)(ren)均耕地已不(bu)(bu)足0.9亩,扩(kuo)大种植(zhi)面积空(kong)间有限,粮(liang)食单产处于(yu)较高水平,持续增产的(de)(de)(de)难度加大。从流(liu)(liu)通方面看,我省粮(liang)食流(liu)(liu)通基(ji)础设施(shi)建设有待(dai)加强,粮(liang)食收(shou)储(chu)、保供、稳价的(de)(de)(de)压力不容忽视。各地、各部门(men)要(yao)切实增强大局(ju)意识和责(ze)任意识,围绕保持全(quan)省粮(liang)食供需(xu)平衡、口粮(liang)自给目标,筑牢(lao)耕地保护、产能提升、流(liu)(liu)通储(chu)备三道防线,牢(lao)牢(lao)掌握保障全(quan)省粮(liang)食安全(quan)的(de)(de)(de)主动权。

      (二)明确省、市、县各级政(zheng)府的粮食安全责任。根据国务院规定,我省(sheng)实行“米袋子”省(sheng)长负责(ze)制下(xia)的市县长分级负责(ze)制,省(sheng)、市、县共(gong)同担责(ze),产区(qu)和销区(qu)一起努力(li),持(chi)续提(ti)升粮(liang)食(shi)综(zong)合生产能力(li),保障(zhang)粮(liang)食(shi)市场供应。省人(ren)民政府承担保障全省粮食安全的(de)主体(ti)责任,市、县(市、区)人民(min)政府分级承(cheng)担相应(ying)责任,全面加强粮食生产、储备和流(liu)通建设。各市长(zhang)、县(市、区)长(zhang)在维护粮食安全方面承担的具体(ti)责任是:坚决守住耕地红线,严(yan)格(ge)基本农田占用(yong),加(jia)强农田基础设(she)施(shi)建设(she),推动(dong)农业科技成果转化(hua)应用(yong),提(ti)高粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)综合生产(chan)(chan)能力;落实和完善粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)生产(chan)(chan)扶持政策,抓好粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)收购,调动(dong)产(chan)(chan)区产(chan)(chan)粮(liang)(liang)(liang)(liang)(liang)和农民种粮(liang)(liang)(liang)(liang)(liang)积(ji)极(ji)性(xing);加(jia)强粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)流通能力建设(she),推动(dong)粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)产(chan)(chan)业转型升级,深化(hua)国(guo)有粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)企(qi)业改革,积(ji)极(ji)发(fa)展粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)现(xian)代物(wu)流产(chan)(chan)业;落实地方(fang)(fang)粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)储(chu)备(bei)(bei)计划,创新储(chu)备(bei)(bei)机制,储(chu)足管好地方(fang)(fang)粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)储(chu)备(bei)(bei);健(jian)全(quan)粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)区域(yu)调控机制和应急保供(gong)体(ti)系,强化(hua)粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)市场(chang)监管,维护粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)市场(chang)稳定;落实粮(liang)(liang)(liang)(liang)(liang)食(shi)(shi)质量安全(quan)监管责任,提(ti)升监管水平;大力推进(jin)节粮(liang)(liang)(liang)(liang)(liang)减(jian)损,引导城(cheng)乡居民健(jian)康(kang)消(xiao)费(fei)。

      (三)落实部门责(ze)任。省政(zheng)府建立落实粮食(shi)安(an)全责任制联席会议制度(du),负责协调处理(li)保障粮食(shi)安(an)全中的重要(yao)事项。省粮食局(ju)负责粮(liang)食(shi)收购、地(di)方储备(bei)粮(liang)油管理(li)、市场(chang)调控、应急保供,推进粮(liang)食(shi)流通体(ti)制改(gai)革、现代粮(liang)食(shi)流通产业发展和粮(liang)食(shi)市场(chang)体(ti)系建设,依法履行对全社会粮(liang)食(shi)流通的监(jian)督管理(li)。省(sheng)发展改革委负责(ze)粮(liang)食(shi)(shi)的总量平衡,组织实(shi)施(shi)粮(liang)食(shi)(shi)进出口(kou)计划(hua),会同(tong)省(sheng)粮(liang)食(shi)(shi)局制定实(shi)施(shi)粮(liang)食(shi)(shi)仓储物流(liu)发展规划(hua)。省(sheng)财(cai)政(zheng)厅负责安(an)排(pai)省级(ji)粮(liang)食(shi)(shi)(shi)风(feng)险(xian)基金和(he)有(you)关(guan)粮(liang)食(shi)(shi)(shi)仓储、物流建(jian)设等资金,并实施(shi)监管,监督市县粮(liang)食(shi)(shi)(shi)风(feng)险(xian)基金安(an)排(pai)使用;安(an)排(pai)粮(liang)食(shi)(shi)(shi)直补(bu)等资金。省农委负责(ze)(ze)督(du)促各地(di)完(wan)成省政(zheng)府下达的粮食播种面积、产量(liang),指(zhi)导和服(fu)务粮食生产,负责(ze)(ze)监(jian)督(du)耕地(di)质(zhi)量(liang)。省(sheng)国(guo)土资源厅会(hui)同省农(nong)委(wei)等(deng)相关(guan)部门负责(ze)监(jian)督(du)基本农(nong)田数(shu)量(liang)。省物价局负(fu)责主要(yao)粮食品种成本调查、价格监测(ce)预警工作,依法实施(shi)市(shi)场价格监督,引(yin)导规范(fan)市(shi)场价格行为。省(sheng)商务厅会同相关部(bu)门(men)负责(ze)粮食(shi)市场体系建设(she)。省农委、粮(liang)食、工(gong)商、食品药品监管等部(bu)门(men)按(an)照职责分工,负责粮食市场和(he)粮食质量、卫生的监督检查。省统计局负责(ze)与粮(liang)食安全相(xiang)关的(de)统计监测。农业发展银行(xing)(xing)江苏省(sheng)分行(xing)(xing)负责(ze)地方各(ge)级粮油储(chu)备信贷资金需要及(ji)政(zheng)策(ce)性(xing)用粮贷款安(an)排。其他涉及(ji)的(de)部(bu)门和单位(wei)依据工作(zuo)职责(ze),履行工作(zuo)任务(wu)。各(ge)市、县(市、区)人民政(zheng)府也(ye)要进一步明确相关部(bu)门维护粮食(shi)安(an)全的(de)职责(ze),强(qiang)化部(bu)门责(ze)任,推动各(ge)项工作(zuo)任务(wu)落到实处(chu)。

      二、巩固提高粮食(shi)综合生产能(neng)力

      (四)坚决(jue)守住耕地红(hong)线。各级政府(fu)(fu)要切(qie)实履行(xing)耕(geng)地(di)(di)保护(hu)责任,落(luo)实 严格(ge)(ge)的耕(geng)地(di)(di)保护(hu)制(zhi)度。划定(ding) 基(ji)本(ben)(ben)农(nong)田(tian)(tian),实行(xing)特殊保护(hu),稳定(ding)耕(geng)地(di)(di)数量,提(ti)高(gao)耕(geng)地(di)(di)质量,坚决守住耕(geng)地(di)(di)红线。严格(ge)(ge)非农(nong)建(jian)设占用(yong)耕(geng)地(di)(di)管理,规范耕(geng)地(di)(di)占补平衡(heng),严格(ge)(ge)实行(xing)耕(geng)地(di)(di)“占一补一”“先补后占”“占优(you)补优(you)”。对(dui)占用(yong)耕(geng)地(di)(di)特别是基(ji)本(ben)(ben)农(nong)田(tian)(tian)的,要积(ji)极推(tui)广剥离耕(geng)作层(ceng)土(tu)(tu)壤再利用(yong)制(zhi)度,开展(zhan)补充耕(geng)地(di)(di)土(tu)(tu)壤改良(liang)和(he)培肥。强化地(di)(di)力建(jian)设,大力推(tui)进(jin)深耕(geng)深松(song)、测土(tu)(tu)配(pei)方施(shi)(shi)(shi)肥、施(shi)(shi)(shi)用(yong)有机(ji)肥等措施(shi)(shi)(shi),不断提(ti)升耕(geng)地(di)(di)质量水平。严格(ge)(ge)执行(xing)政府(fu)(fu)领导(dao)干(gan)部耕(geng)地(di)(di)和(he)基(ji)本(ben)(ben)农(nong)田(tian)(tian)保护(hu)离任审计制(zhi)度。(责任单(dan)位(wei):省(sheng)国土(tu)(tu)资源厅、省(sheng)农(nong)委、省(sheng)审计厅)

      (五)加强(qiang)农(nong)田(tian)基础设施建设。坚持把农(nong)田水(shui)利(li)作(zuo)为基(ji)础设(she)施(shi)建(jian)(jian)设(she)的首要任(ren)务(wu),加强(qiang)中小(xiao)河流治(zhi)理(li)、大(da)中型灌区(qu)改(gai)造、丘陵山区(qu)小(xiao)流域治(zhi)理(li),积(ji)(ji)极推广应用(yong)节水(shui)灌溉(gai)(gai)技术,扩大(da)有效灌溉(gai)(gai)面积(ji)(ji),解决好农(nong)田灌溉(gai)(gai)“末尾(wei)一(yi)公里”问题(ti)。加大(da)农(nong)业综合开发力度,积(ji)(ji)极改(gai)造中低产(chan)(chan)田,大(da)规(gui)模(mo)建(jian)(jian)设(she)旱涝(lao)保(bao)收(shou)、稳产(chan)(chan)高(gao)产(chan)(chan)的高(gao)标准农(nong)田,把产(chan)(chan)粮(liang)大(da)县(区(qu))建(jian)(jian)成粮(liang)食(shi)核心产(chan)(chan)区(qu)。组织实施(shi) 千亿斤(jin)粮(liang)食(shi)产(chan)(chan)能(neng)建(jian)(jian)设(she)规(gui)划,强(qiang)化农(nong)田基(ji)础设(she)施(shi)建(jian)(jian)设(she),提高(gao)粮(liang)食(shi)综合生(sheng)产(chan)(chan)能(neng)力。加强(qiang)气象基(ji)础设(she)施(shi)建(jian)(jian)设(she),提高(gao)灾害(hai)性天气预(yu)测(ce)预(yu)报预(yu)警水(shui)平(ping),增强(qiang)粮(liang)食(shi)防灾减灾能(neng)力。(责任(ren)单位(wei):省发展改(gai)革委、省农(nong)委、省国土资源厅、省水(shui)利(li)厅、省气象局、省农(nong)业资源开发局)

      (六)提高(gao)粮食生产(chan)水(shui)平。全(quan)省粮(liang)食种植(zhi)面积保持在(zai)8000万亩左(zuo)右,其中(zhong)水稻种植面积3300万亩(mu)以(yi)上,逐(zhu)级分(fen)解(jie)下达到(dao)市、县(市、区)。发挥财(cai)政(zheng)(zheng)资金引导(dao)作用,重点加(jia)(jia)强(qiang)良(liang)种(zhong)(zhong)、良(liang)法、良(liang)田(tian)等(deng)新(xin)技(ji)(ji)(ji)术(shu)研发,鼓励引导(dao)社会资本参与粮(liang)(liang)食(shi)(shi)(shi)生产(chan)(chan)科技(ji)(ji)(ji)创(chuang)新(xin)与推广运用,努(nu)力提(ti)(ti)高(gao)科技(ji)(ji)(ji)对粮(liang)(liang)食(shi)(shi)(shi)生产(chan)(chan)的(de)贡献率(lv)(lv)。深(shen)化种(zhong)(zhong)业体制改革(ge),积极培育具有(you)自主知识产(chan)(chan)权的(de)优良(liang)品种(zhong)(zhong),建(jian)(jian)立“育繁推一体化”机(ji)制。推广应用“高(gao)产(chan)(chan)、优质、多(duo)抗”粮(liang)(liang)油品种(zhong)(zhong),提(ti)(ti)高(gao)优良(liang)品种(zhong)(zhong)覆盖率(lv)(lv)。实(shi)施(shi)粮(liang)(liang)食(shi)(shi)(shi)丰产(chan)(chan)科技(ji)(ji)(ji)工程,全面开展高(gao)产(chan)(chan)增效(xiao)(xiao)创(chuang)建(jian)(jian)和绿(lv)色增产(chan)(chan)模(mo)式攻关(guan)(guan),加(jia)(jia)强(qiang)万亩(mu)示(shi)范片和模(mo)式攻关(guan)(guan)试点建(jian)(jian)设,推广普及水稻机(ji)插(cha)秧、小(xiao)麦精(jing)量播种(zhong)(zhong)、肥水精(jing)准运筹等(deng)关(guan)(guan)键技(ji)(ji)(ji)术(shu),提(ti)(ti)高(gao)粮(liang)(liang)食(shi)(shi)(shi)单产(chan)(chan)水平。加(jia)(jia)强(qiang)重大病(bing)虫(chong)害防控,提(ti)(ti)高(gao)高(gao)产(chan)(chan)稳产(chan)(chan)能力。落实(shi)农(nong)(nong)机(ji)具购置补贴政(zheng)(zheng)策,强(qiang)化农(nong)(nong)机(ji)农(nong)(nong)艺深(shen)度融合,实(shi)现粮(liang)(liang)食(shi)(shi)(shi)作物(wu)品种(zhong)(zhong)、栽(zai)培技(ji)(ji)(ji)术(shu)和机(ji)械装备的(de)集成配套。建(jian)(jian)立基层农(nong)(nong)技(ji)(ji)(ji)推广机(ji)构和人(ren)员绩效(xiao)(xiao)考核激励机(ji)制,推动先进适用农(nong)(nong)业技(ji)(ji)(ji)术(shu)落地见(jian)效(xiao)(xiao)。(责任单位:省(sheng)(sheng)农(nong)(nong)委、省(sheng)(sheng)科技(ji)(ji)(ji)厅(ting)、省(sheng)(sheng)财(cai)政(zheng)(zheng)厅(ting)、省(sheng)(sheng)农(nong)(nong)机(ji)局)

      (七)发展粮食(shi)适度(du)规模经营。积(ji)极培育种粮大户(hu)、家庭农(nong)场、农(nong)民合作社、农(nong)业产(chan)业化(hua)(hua)龙头企业等新(xin)型(xing)粮食(shi)生(sheng)产(chan)经(jing)营(ying)(ying)主体,鼓(gu)励(li)发展规模化(hua)(hua)、专(zhuan)业化(hua)(hua)、现代化(hua)(hua)粮食(shi)生(sheng)产(chan)经(jing)营(ying)(ying)。对(dui)新(xin)型(xing)粮食(shi)生(sheng)产(chan)经(jing)营(ying)(ying)主体用(yong)于(yu)晾晒、烘干、仓(cang)储和(he)农(nong)机库(ku)棚等配套设(she)施(shi)用(yong)地给予支持。建立(li)健(jian)全(quan)承包土地经(jing)营(ying)(ying)权流转(zhuan)市场,鼓(gu)励(li)有条件的农(nong)户(hu)在自愿的前提(ti)下(xia),依法(fa)有偿将承包土地经(jing)营(ying)(ying)权流转(zhuan)给新(xin)型(xing)粮食(shi)生(sheng)产(chan)主体,重点支持(chi)土地经(jing)营规模100亩至300亩的(de)农(nong)户(hu)家庭农(nong)场。在流转过程(cheng)中(zhong),要避免(mian)“非粮(liang)(liang)化”,坚(jian)决(jue)禁止“非农化”。采取(qu)财(cai)政(zheng)扶(fu)持、信(xin)贷支(zhi)持等措(cuo)施,推广(guang)“联耕联种(zhong)(zhong)”“代种(zhong)(zhong)代管”“订单(dan)种(zhong)(zhong)植”等粮(liang)(liang)食(shi)生产(chan)经营(ying)服(fu)务(wu)(wu)模式(shi),积(ji)极(ji)发展粮(liang)(liang)食(shi)社会(hui)化服(fu)务(wu)(wu),对种(zhong)(zhong)粮(liang)(liang)大户和粮(liang)(liang)食(shi)生产(chan)社会(hui)化服(fu)务(wu)(wu)组织进行奖补(bu)。(责任单(dan)位:省(sheng)农委、省(sheng)国土资(zi)源厅(ting)、省(sheng)财(cai)政(zheng)厅(ting)、省(sheng)粮(liang)(liang)食(shi)局、省(sheng)农机局)

      三、调动产区产粮和(he)农(nong)民种(zhong)粮积极性

      (八)健全完善粮食(shi)生产(chan)扶持政策(ce)。完善和(he)落(luo)实粮(liang)(liang)食(shi)补贴(tie)(tie)政策(ce),提高(gao)补贴(tie)(tie)精准性(xing)、指(zhi)向(xiang)性(xing)。新(xin)(xin)增粮(liang)(liang)食(shi)补贴(tie)(tie)向(xiang)粮(liang)(liang)食(shi)主(zhu)产市、县(市、区(qu))倾斜,加大(da)对新(xin)(xin)型粮(liang)(liang)食(shi)生产经(jing)营主(zhu)体(ti)的扶持力(li)度。加强补贴(tie)(tie)资(zi)金(jin)(jin)监(jian)管,确保资(zi)金(jin)(jin)及时(shi)、足额补贴(tie)(tie)到粮(liang)(liang)食(shi)生产者(zhe)(zhe)手中。引(yin)导(dao)和(he)支持金(jin)(jin)融机构为(wei)粮(liang)(liang)食(shi)生产者(zhe)(zhe)提供信贷等金(jin)(jin)融服(fu)务。完善农(nong)业(ye)保险制度,对粮(liang)(liang)食(shi)作(zuo)物(wu)保险给予支持。发挥政策(ce)资(zi)金(jin)(jin)引(yin)导(dao)作(zuo)用,通过贴(tie)(tie)息、奖(jiang)励、风(feng)险补偿等措施,带动(dong)更多的金(jin)(jin)融资(zi)本(ben)和(he)社会资(zi)本(ben)投入粮(liang)(liang)食(shi)产业(ye)。(责任单位(wei):省农(nong)委、省财政厅)

      (十(shi))加大对粮食(shi)主产区的支(zhi)持力度(du)。省(sheng)以上用于(yu)粮(liang)(liang)(liang)(liang)食(shi)生产(chan)、流通(tong)等(deng)各项(xiang)(xiang)财政(zheng)项(xiang)(xiang)目资(zi)金,着重向粮(liang)(liang)(liang)(liang)食(shi)主(zhu)产(chan)区(qu)倾斜,调动主(zhu)产(chan)区(qu)政(zheng)府抓粮(liang)(liang)(liang)(liang)的(de)(de)积极性。支持(chi)主(zhu)产(chan)区(qu)建(jian)设(she)(she)粮(liang)(liang)(liang)(liang)食(shi)仓储、烘干等(deng)设(she)(she)施(shi),满足(zu)农户(hu)售粮(liang)(liang)(liang)(liang)和(he)安(an)全储粮(liang)(liang)(liang)(liang)需要。有条件的(de)(de)地方(fang),可探(tan)索对种粮(liang)(liang)(liang)(liang)大户(hu)、家庭农场(chang)粮(liang)(liang)(liang)(liang)食(shi)生产(chan)的(de)(de)价外补贴政(zheng)策,促进(jin)粮(liang)(liang)(liang)(liang)食(shi)规模种植,增加种粮(liang)(liang)(liang)(liang)效益(yi)。加强省(sheng)内(nei)粮(liang)(liang)(liang)(liang)食(shi)产(chan)销(xiao)衔接,促进(jin)产(chan)区(qu)粮(liang)(liang)(liang)(liang)食(shi)流通(tong),保障销(xiao)区(qu)市(shi)场(chang)供应。苏南等(deng)粮(liang)(liang)(liang)(liang)食(shi)主(zhu)销(xiao)区(qu)市(shi)、县(市(shi)、区(qu))要按照互惠(hui)互利原则,与主(zhu)产(chan)区(qu)建(jian)立更(geng)加紧密(mi)稳(wen)定(ding)的(de)(de)产(chan)销(xiao)关系,支持(chi)企业到主(zhu)产(chan)区(qu)投资(zi)建(jian)设(she)(she)粮(liang)(liang)(liang)(liang)源基地和(he)仓储物流设(she)(she)施(shi)。培育和(he)支持(chi)主(zhu)产(chan)区(qu)粮(liang)(liang)(liang)(liang)食(shi)产(chan)业化龙头企业,推广建(jian)立“公(gong)司+基地+合作社(she)或农(nong)(nong)户”模(mo)式,采取保(bao)底收购、股份(fen)分红(hong)、利润返还等方式,与(yu)粮(liang)食生产(chan)经(jing)营主体建立紧(jin)密的利益(yi)联结(jie)机制。加(jia)强农(nong)(nong)业生产(chan)资(zi)料产(chan)销(xiao)衔接,健(jian)全重要农(nong)(nong)资(zi)储备制度(du),稳定农(nong)(nong)资(zi)价格。(责任单位:省(sheng)农(nong)(nong)委、省(sheng)财政厅(ting)、省(sheng)粮(liang)食局、省(sheng)供销(xiao)社(she))

      四、积(ji)极发展粮(liang)食现代物流产业

      (十(shi)一)加强(qiang)粮食物流体系建设。对接 粮食物(wu)(wu)流通道建设(she),优化粮食仓(cang)储物(wu)(wu)流布局,加快发展现代粮食物(wu)(wu)流体系(xi)。推动粮油(you)产(chan)业向沿(yan)(yan)海(hai)、沿(yan)(yan)江(jiang)、沿(yan)(yan)东陇海(hai)线、沿(yan)(yan)运河集聚(ju),项(xiang)目向园区集聚(ju),每(mei)个省辖市规划建设1至(zhi)2个集粮食(shi)收储、加工、物流(liu)、质检(jian)等于(yu)一(yi)体的(de)现代粮食(shi)物流(liu)产(chan)业园区,打造跨(kua)区域的(de)粮食(shi)物流(liu)通道结合区(qu)域(yu)粮食产(chan)销实际(ji),将成(cheng)品粮油(you)供(gong)应网(wang)(wang)络建设(she)纳入各地城镇建设(she)规划和商业网(wang)(wang)点规划,培育建设(she)一批成(cheng)品粮批发市场。制(zhi)定实施成品粮批发市场建设(she)用地(di)、进场交(jiao)易(yi)客(ke)户税费、物流(liu)运(yun)输(shu)等优惠(hui)政(zheng)策(ce),支持发展分级(ji)储运(yun)、流(liu)通加(jia)工(gong)、配(pei)送、电子商务(wu)和期货贸易(yi)等现代服(fu)务(wu)方式(shi)。强化(hua)省(sheng)(sheng)(sheng)(sheng)级(ji)粮食(shi)交(jiao)易(yi)中心功能(neng),加(jia)快联网(wang)竞价交(jiao)易(yi)平台建设(she),推进政(zheng)策(ce)性粮食(shi)联网(wang)交(jiao)易(yi)。(责任(ren)单位(wei):省(sheng)(sheng)(sheng)(sheng)粮食(shi)局、省(sheng)(sheng)(sheng)(sheng)发展改革(ge)委、省(sheng)(sheng)(sheng)(sheng)财政(zheng)厅(ting)、省(sheng)(sheng)(sheng)(sheng)商务(wu)厅(ting)、省(sheng)(sheng)(sheng)(sheng)经济和信息化(hua)委)

      (十二)提升(sheng)粮(liang)食仓储设施建设管理水平。组织实施(shi)粮(liang)食(shi)收储供应安(an)全保障工程,重点支持粮食仓(cang)储(chu)(chu)物流及(ji)储(chu)(chu)粮技术、烘(hong)干设(she)备、质量检测、信息化(hua)管理等项目建设(she)。充(chong)分利用(yong)现有粮库(ku),保障粮库(ku)建设(she)新(xin)(xin)征用(yong)地,执行新(xin)(xin)建粮库(ku)相关税费(fei)减免政策。创新(xin)(xin)投融资方式,引导社(she)会资本(ben)参与,加(jia)快粮库(ku)改造(zao)和(he)建设(she),2020年,全省新建扩建粮食仓容140亿斤。加(jia)强政策扶持,建(jian)设(she)符合安全、绿色和节能减排要求的(de)粮(liang)库新仓(cang)型(xing)。研发(fa)配置先进适用(yong)(yong)的(de)粮(liang)食收储(chu)专用(yong)(yong)设(she)备,推广应(ying)用(yong)(yong)散(san)装、散(san)卸、散(san)储(chu)、散(san)运技术(shu),提(ti)高作业(ye)效率(lv)。利用(yong)(yong)物(wu)联网、大数据、云计算等现(xian)代(dai)信息技术(shu),全面推进智慧粮(liang)库和粮(liang)食流通管理(li)(li)平(ping)台建(jian)设(she),形成覆盖省、市、县(xian)和涉粮(liang)企业(ye)的(de)信息化管理(li)(li)体系。对粮(liang)库粮(liang)食初加工用电(dian),执(zhi)行农业(ye)生(sheng)产(chan)电(dian)价建(jian)立国有粮(liang)(liang)食(shi)仓(cang)储物(wu)流设(she)(she)施保护制度,政府(fu)投(tou)资为主建(jian)设(she)(she)的粮(liang)(liang)食(shi)仓(cang)储、物(wu)流、市场等设(she)(she)施,未(wei)经 或省级粮(liang)(liang)食(shi)行政管(guan)理部(bu)门(men)批(pi)准,不得擅自处置和变更用(yong)途。(责任(ren)单位(wei):省(sheng)粮食局(ju)、省(sheng)财(cai)政厅、省(sheng)发展改革委、省(sheng)经济和信息化(hua)委、省(sheng)国土资源厅、省(sheng)物价局(ju))

      (十四)深(shen)化地方国有粮食企(qi)业改革。贯(guan)彻深化(hua)国有粮(liang)食(shi)企(qi)业(ye)改(gai)革(ge)的(de)部(bu)署要求,全面落(luo)实土(tu)地转(出)让、资产核销、工(gong)商(shang)注册(ce)、信贷(dai)支持、税费(fei)减免、人(ren)员安置等配套(tao)政策措施,妥善(shan)解(jie)决国有粮(liang)食(shi)企(qi)业(ye)欠缴职工(gong)社(she)会保险费(fei)等问题。推(tui)进国有粮(liang)食(shi)企(qi)业(ye)兼(jian)并(bing)重组,优化(hua)企(qi)业(ye)产权结构(gou),转换经(jing)营机制,建立现代企(qi)业(ye)制度(du)。积(ji)极(ji)发展混合所有(you)制粮食经济,除各级储备粮管(guan)理企(qi)业和军粮供应企(qi)业保持(chi)国(guo)有(you)独(du)资或控股(gu)外(wai),其他国(guo)有(you)粮食企(qi)业要(yao)通过吸收外(wai)资、民营资本(ben)及职工(gong)入股(gu)等方式(shi),培育国(guo)有(you)资本(ben)与集体资本(ben)、非公有(you)资本(ben)交(jiao)叉持(chi)股(gu)的新型(xing)市(shi)场主体。支(zhi)持发展民营粮(liang)食(shi)(shi)企(qi)业和粮(liang)食(shi)(shi)经纪人(ren)。鼓(gu)励粮(liang)食(shi)(shi)企(qi)业利用期(qi)货市场(chang)规(gui)避经营风险。加强粮(liang)食(shi)(shi)企(qi)业国有资(zi)产(chan)监管,防范国有资(zi)产(chan)流失,保(bao)障(zhang)企(qi)业职工合法(fa)权益。(责任单(dan)位:省(sheng)粮(liang)食(shi)(shi)局、省(sheng)发展改革委、省(sheng)农委、省(sheng)财政厅、省(sheng)人(ren)力资(zi)源社会保(bao)障(zhang)厅、省(sheng)工商局)

      (十(shi)五(wu))落实地(di)方(fang)粮食储备。认真落实 下达的粮(liang)食(shi)储(chu)(chu)备(bei)计划,完(wan)善储(chu)(chu)备(bei)粮(liang)管理制度(du),保证储(chu)(chu)备(bei)粮(liang)数量(liang)充足(zu)、结(jie)构(gou)合理、质(zhi)量(liang)良好(hao)、调用高效,充分发挥吞吐调节(jie)作用。调整优化(hua)储(chu)(chu)备(bei)粮(liang)布(bu)局(ju)和(he)品种结(jie)构(gou),推进(jin)竞争承储(chu)(chu),促进(jin)规模储(chu)(chu)存。依据(ju)中央储(chu)备费用标准,建立地方储(chu)备费用补贴(tie)标准动态调整(zheng)机制。市(shi)、县(市(shi)、区)人民(min)政府要全(quan)面(mian)落实(shi)省政府下达的粮(liang)食储(chu)备(bei)规模,确保储(chu)备(bei)费用(yong)和(he)(he)利息(xi)补贴资(zi)金及(ji)时足额到位(wei)(wei)。支持(chi)地方(fang)(fang)储(chu)备(bei)粮(liang)可(ke)视(shi)化信(xin)息(xi)监管(guan)(guan)系统建设,增(zeng)强(qiang)粮(liang)食仓储(chu)、粮(liang)情等信(xin)息(xi)共享、实(shi)时监控能(neng)力。严格执行(xing)《江(jiang)苏省地方(fang)(fang)储(chu)备(bei)粮(liang)管(guan)(guan)理(li)办法》,落实(shi)封闭(bi)运行(xing)管(guan)(guan)理(li)要求,完善轮换管(guan)(guan)理(li)和(he)(he)库存监管(guan)(guan)机制。(责(ze)任(ren)单位(wei)(wei):省粮(liang)食局(ju)、省发展改(gai)革委、省财(cai)政厅、农业(ye)发展银行(xing)江(jiang)苏省分行(xing))

      (十六)创新地(di)方粮食储备(bei)机制。探索建立政(zheng)府(fu)储(chu)(chu)备(bei)和社会储(chu)(chu)备(bei)相结合的粮食(shi)储(chu)(chu)备(bei)新机(ji)制。按照粮权与事权相 原则,探索建立地方(fang)政(zheng)府(fu)储(chu)(chu)备(bei)粮 管(guan)理(li)体系,明(ming)确管(guan)理(li)责(ze)任(ren)主体,加快推(tui)行地方(fang)储(chu)(chu)备(bei)粮贷款集中(zhong)统(tong)一管(guan)理(li)。运用(yong)财政(zheng)、金融、投资等(deng)政(zheng)策手段,建立地方(fang)政(zheng)府(fu)掌控的社会粮食(shi)周转储(chu)(chu)备(bei)。鼓(gu)励符合(he)条(tiao)件(jian)的多元市(shi)场(chang)主(zhu)体参与地(di)方粮(liang)食(shi)储备(bei)工作。鼓(gu)励有条(tiao)件(jian)的地(di)方,由政府承担(dan)地(di)方储备(bei)粮(liang)轮换价(jia)差。完善市、县(市、区(qu))储(chu)(chu)备(bei)粮轮(lun)换(huan)方式及补贴政策,建立(li)地方储(chu)(chu)备(bei)通过公(gong)开(kai)市场(chang)轮(lun)换(huan)销售机制,提高(gao)地方储(chu)(chu)备(bei)调控效率。(责任单位:省粮食局、省财政厅、省发(fa)展(zhan)(zhan)改(gai)革委、农业发(fa)展(zhan)(zhan)银行江(jiang)苏省分行)

      六、保障区域粮食市场(chang)稳定

      (十七)健全粮食调控机制。完善粮食(shi)市场价格(ge)形成(cheng)机制,引(yin)导粮食(shi)价格(ge)保(bao)持合(he)理水(shui)平。建立地方(fang)和中央粮(liang)食储备(bei)(bei)协(xie)调(diao)机制,把握地方(fang)储备(bei)(bei)轮换销售节奏(zou),充分(fen)发挥调(diao)控(kong)市场、稳定粮(liang)价效应。落实粮(liang)(liang)(liang)食生产(chan)和经营信息统(tong)(tong)计(ji)报(bao)告制度,督促(cu)各类(lei)涉粮(liang)(liang)(liang)企业建立经营台账,定期向(xiang)农业和粮(liang)(liang)(liang)食行政管理部门(men)报(bao)送统(tong)(tong)计(ji)数(shu)据。支持粮(liang)(liang)(liang)食调查统(tong)(tong)计(ji)、市(shi)场监测预警信息化建设。认真执行 粮(liang)(liang)(liang)食进出口(kou)政策(ce),加强进口(kou)粮(liang)(liang)(liang)食质(zhi)量安(an)全把关,严厉打击粮(liang)(liang)(liang)食走私。(责任单位:省粮(liang)(liang)(liang)食局(ju)、省发(fa)展改(gai)革(ge)委(wei)、省统(tong)(tong)计(ji)局(ju)、省物(wu)价(jia)局(ju))

      (十八(ba))健全粮食应急保供体系。制定实施全(quan)省粮(liang)食应(ying)急供应(ying)保障体系建设规(gui)划,加大(da)财政资金投入,力(li)争经过(guo)3年努力,基本建(jian)立(li)全省粮食应(ying)急供应(ying)保障体系。原则上每(mei)个乡镇、街道建(jian)有1个以上应急供应网点,省辖市人(ren)口(kou)集中的社区(qu),每3万人至少有1个(ge)应(ying)(ying)急(ji)供应(ying)(ying)网(wang)点,并配套相应(ying)(ying)的应(ying)(ying)急(ji)加工企业、储备(bei)(bei)设施和(he)配送中心(xin)。南京、苏(su)州、无锡三市成(cheng)品粮油储备(bei)(bei)要达到1015天市场供(gong)应(ying)量(liang),其他省(sheng)辖市按照(zhao)(zhao)省(sheng)下达的成(cheng)品粮油规模充实到位。整合现有军供(gong)站点、放心(xin)粮油店、应(ying)急(ji)供(gong)应(ying)网点资(zi)源,建设军民(min)融合保障(zhang)网点。按照(zhao)(zhao)政府引导、分级负担、社会参与的原(yuan)则,采取(qu)企(qi)业自(zi)愿(yuan)、政府 、部门监管、合同约束、动态调整的方式,选择符(fu)合条件的粮食(shi)加工、运(yun)输和经营企(qi)业承担应(ying)急(ji)供(gong)应(ying)任(ren)务(wu),实行 挂牌,给予政策扶持。(责任(ren)单位:省(sheng)粮食(shi)局、省(sheng)发展改(gai)革委、省(sheng)财(cai)政厅、省(sheng)商务(wu)厅)

      (十(shi)九)强化(hua)粮食市(shi)场监管。健全(quan)粮(liang)(liang)食(shi)(shi)市场(chang)监(jian)测预警和(he)监(jian)管协调机制(zhi),完(wan)善相关部门联动执(zhi)法和(he)信(xin)(xin)(xin)息(xi)共享(xiang)制(zhi)度,提高执(zhi)法效(xiao)能。强化对粮(liang)(liang)食(shi)(shi)收购、批(pi)发、粮(liang)(liang)油(you)加(jia)工和(he)零售等重点(dian)环节经营(ying)行为(wei)的(de)监(jian)督检(jian)查,坚(jian)决(jue)打击囤积居(ju)奇、哄抬粮(liang)(liang)价、以次充好、掺杂使(shi)假、计量作弊等扰乱市场(chang)秩序的(de)行为(wei)。组织(zhi)开(kai)展粮(liang)(liang)食(shi)(shi)库存(cun)(cun)和(he)地方储备粮(liang)(liang)油(you)专项检(jian)查,落实粮(liang)(liang)食(shi)(shi)经营(ying)者(zhe) 和(he) 库存(cun)(cun)制(zhi)度。建立全(quan)省(sheng) 的(de)粮(liang)(liang)食(shi)(shi)经营(ying)者(zhe)信(xin)(xin)(xin)用评价体系,加(jia)大信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)成果(guo)运(yun)用,建立粮(liang)(liang)食(shi)(shi)经营(ying)企业失(shi)信(xin)(xin)(xin)名单(dan)制(zhi)度,褒扬(yang)诚信(xin)(xin)(xin),惩戒(jie)失(shi)信(xin)(xin)(xin)。(责任(ren)单(dan)位:省(sheng)粮(liang)(liang)食(shi)(shi)局、省(sheng)工商局、省(sheng)物价局)

      七、加强粮食质量安全监管

      (二十)强化(hua)粮食(shi)质(zhi)量安全源头治理。加强农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)生态环(huan)境监管,控制(zhi)工业(ye)(ye)“三废(fei)”和(he)农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)面源(yuan)污(wu)(wu)(wu)染。加强以重金属(shu)污(wu)(wu)(wu)染为重点的耕地与农(nong)(nong)(nong)(nong)(nong)产品(pin)调查监测,从(cong)源(yuan)头上防治粮食污(wu)(wu)(wu)染。健(jian)全化肥(fei)、农(nong)(nong)(nong)(nong)(nong)药(yao)等农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)投入品(pin)监督管理制(zhi)度,大力(li)推广有(you)机肥(fei)、高效缓释肥(fei)和(he)低(di)毒(du)低(di)残留农(nong)(nong)(nong)(nong)(nong)药(yao),逐步减少化肥(fei)、农(nong)(nong)(nong)(nong)(nong)药(yao)用(yong)量。建立耕地土壤环(huan)境和(he)农(nong)(nong)(nong)(nong)(nong)田(tian)灌溉水(shui)质(zhi)监测网(wang)络,建设农(nong)(nong)(nong)(nong)(nong)村垃圾、农(nong)(nong)(nong)(nong)(nong)药(yao)包装(zhuang)废(fei)弃物、污(wu)(wu)(wu)水(shui)等处理系统,加强农(nong)(nong)(nong)(nong)(nong)作(zuo)物秸秆、畜禽(qin)粪便污(wu)(wu)(wu)水(shui)的资(zi)(zi)源(yuan)利用(yong),有(you)效解决耕地面源(yuan)污(wu)(wu)(wu)染问题(ti)。加强对农(nong)(nong)(nong)(nong)(nong)业(ye)(ye)污(wu)(wu)(wu)染源(yuan)的监测预警。(责任单(dan)位:省(sheng)农(nong)(nong)(nong)(nong)(nong)委、省(sheng)国土资(zi)(zi)源(yuan)厅(ting)、省(sheng)环(huan)保厅(ting))

      (二十(shi)一)完善(shan)粮食(shi)质量(liang)安(an)全监管体(ti)系。健全(quan)粮食质(zhi)量(liang)(liang)安(an)全(quan)标(biao)准体系,充(chong)分(fen)发挥(hui)农业、粮食、食品药品监管(guan)等部门质(zhi)量(liang)(liang)安(an)全(quan)检测(ce)(ce)机构的(de)作用(yong),加强粮食收购入(ru)库和入(ru)市质(zhi)量(liang)(liang)检测(ce)(ce),实行从田间到餐桌(zhuo)的(de)全(quan)过程监管(guan),严防(fang)发生区域性、系统(tong)性粮食质(zhi)量(liang)(liang)安(an)全(quan)风(feng)险。健全粮(liang)食(shi)产地准(zhun)出和质量(liang)标(biao)识制度,推进(jin)粮(liang)食(shi)质量(liang)追溯体系建设,实现粮(liang)食(shi)流通(tong)全程可追溯管理(li),完善城乡“放心粮(liang)(liang)油(you)”供应网络(luo)。加(jia)强对农(nong)药残留、重金属、真菌毒素超标(biao)粮(liang)(liang)食(shi)管控,探索超标(biao)粮(liang)(liang)食(shi)处置渠道,禁止不符(fu)合食(shi)品安(an)全(quan)标(biao)准的粮(liang)(liang)食(shi)进入口粮(liang)(liang)市场。(责任(ren)单位:省(sheng)粮(liang)(liang)食(shi)局(ju)、省(sheng)农(nong)委(wei)、省(sheng)食(shi)品药品监管局(ju))

      (二(er)(er)十二(er)(er))落实(shi)粮食质(zhi)量安全(quan)监管责任。实行粮(liang)食(shi)质量安全(quan)监(jian)管责(ze)任(ren)制和责(ze)任(ren)追究制度,落实地方政府属地管理(li)责(ze)任(ren)和企业(ye)生产经营(ying)主体责(ze)任(ren)。建立粮(liang)食(shi)质量安全(quan)监(jian)管部门协调机制,粮(liang)食(shi)、农业(ye)、食(shi)品(pin)药(yao)品(pin)监(jian)管部门要(yao)切(qie)实担负起粮(liang)食(shi)质量安全(quan)监(jian)管责(ze)任(ren)。加(jia)强(qiang)基层(ceng)粮食(shi)质量安全监(jian)(jian)管能(neng)力建(jian)设,强(qiang)化(hua)县乡两级(ji)监(jian)(jian)管责任(ren)。开展粮食(shi)质量安全治(zhi)理整顿,完善(shan)相关经营者处(chu)罚和工作责任追究(jiu)机(ji)制。(责任单位:省(sheng)粮食(shi)局、省(sheng)食(shi)品药品监管局、省(sheng)农委、省(sheng)工商局)

      八、落(luo)实(shi)各项保障措施(shi)

      (二十三)加(jia)强(qiang)制(zhi)度建设。建(jian)立粮食(shi)安全(quan)目(mu)标管理制度,省(sheng)、市、县(市、区(qu))每年要分解落实保(bao)障粮食(shi)安全(quan)相关任(ren)务,并层(ceng)层(ceng)签订责任(ren)状。建立报(bao)告制度,下(xia)级政(zheng)(zheng)府每(mei)年年初向(xiang)上(shang)级政(zheng)(zheng)府报(bao)告上(shang)一(yi)年度区域耕地变化以及粮(liang)食生产、流通(tong)、储备、保供等(deng)方面(mian)的(de)应(ying)急情况。建(jian)立(li)责(ze)任(ren)追(zhui)究(jiu)制(zhi)度(du),对没有完(wan)成责(ze)任(ren)制(zhi)规定任(ren)务并造(zao)成严(yan)重影(ying)响,或者(zhe)发生(sheng)重大粮(liang)食质量安全(quan)事件的,依(yi)照有关规定追(zhui)究(jiu)相关部门和责(ze)任(ren)人员(yuan)的责(ze)任(ren)。(责(ze)任(ren)单位(wei):省粮(liang)食局、省发展改革委、省国(guo)土资源厅、省农(nong)委)

      (二十四)强化监督考核。建立粮食(shi)(shi)(shi)安全工(gong)作绩效考(kao)(kao)核(he)机制(zhi),由省(sheng)(sheng)粮食(shi)(shi)(shi)局(ju)牵(qian)头,会同省(sheng)(sheng)有关部(bu)门,抓(zhua)紧制(zhi)定具体(ti)监(jian)督考(kao)(kao)核(he)办法(fa),定期组织有关部(bu)门对(dui)(dui)各市人(ren)民政府(fu)(fu)落实(shi)粮食(shi)(shi)(shi)安全责(ze)(ze)任制(zhi)情(qing)况(kuang)进(jin)行(xing)考(kao)(kao)核(he),对(dui)(dui)成绩突出的给(ji)予(yu)表扬,对(dui)(dui)不合格的予(yu)以通(tong)报(bao)批评、责(ze)(ze)令(ling)整改,重大情(qing)况(kuang)及(ji)时向省(sheng)(sheng)政府(fu)(fu)汇报(bao)。各省(sheng)(sheng)辖(xia)市也要(yao)相(xiang)应地制(zhi)定考(kao)(kao)核(he)办法(fa),对(dui)(dui)所(suo)辖(xia)县(市、区)进(jin)行(xing)考(kao)(kao)核(he),确保责(ze)(ze)任落实(shi)到位。(责(ze)(ze)任单(dan)位:省(sheng)(sheng)粮食(shi)(shi)(shi)局(ju)、省(sheng)(sheng)发展改革委(wei)、省(sheng)(sheng)农委(wei)、省(sheng)(sheng)人(ren)力资源(yuan)社会保障厅、省(sheng)(sheng)工(gong)商局(ju)、省(sheng)(sheng)食(shi)(shi)(shi)品(pin)(pin)药品(pin)(pin)监(jian)管局(ju))

      (二十五(wu))全面实(shi)施节粮减损(sun)。深入开展爱粮(liang)(liang)节粮(liang)(liang)宣传(chuan)教育(yu),让爱粮(liang)(liang)节粮(liang)(liang)走进社区、家庭、学(xue)(xue)校(xiao)、军营、机关、企(qi)(qi)业(ye),形成人(ren)人(ren)爱惜粮(liang)(liang)食(shi)的良(liang)好风尚。推行(xing)科学(xue)(xue)文(wen)明餐饮消(xiao)费方式(shi),倡(chang)导“光盘行(xing)动”,抵(di)制(zhi)和(he)反对浪(lang)费粮(liang)(liang)食(shi)行(xing)为。各级(ji)机关、国有企(qi)(qi)业(ye)和(he)公共(gong)机构(gou)要率(lv)先垂范,杜绝浪(lang)费粮(liang)(liang)食(shi)。在(zai)粮(liang)(liang)食(shi)生产(chan)、流通、消(xiao)费领域全面(mian)推广节粮(liang)(liang)减损新设(she)施、新技术、新装备,大幅度(du)降(jiang)低粮(liang)(liang)食(shi)损耗(hao)。大力推广农户科学(xue)(xue)储粮(liang)(liang)。督促(cu)粮(liang)(liang)食(shi)加(jia)(jia)工企(qi)(qi)业(ye)合理控制(zhi)加(jia)(jia)工精度(du),避免过度(du)加(jia)(jia)工造成粮(liang)(liang)食(shi)浪(lang)费和(he)营养流失,提高成品(pin)粮(liang)(liang)出品(pin)率(lv)和(he)副产(chan)品(pin)综合利(li)用率(lv)。(责(ze)任单位:省(sheng)(sheng)委(wei)宣传(chuan)部、省(sheng)(sheng)粮(liang)(liang)食(shi)局、省(sheng)(sheng)教育(yu)厅、省(sheng)(sheng)妇(fu)联、团省(sheng)(sheng)委(wei))
